 Khelben and the safety of waterdeep

I am running a campaign in waterdeep atm. It's evil and I pretty much let the players do what they want.

Now since one of the players has been referring to a master plan he has for waterdeep. I am wondering when would you think be done to waterdeep for Khelben to come to the scene.

A good source for Wooly's analysis of Khelben, is his Heroes' Lorebook entry. The character profile for Khelben and the general tidbits about his activity in Waterdeep from Steven's City of Splendors paint Khelben in much the same way.

You might want to put out a spoiler warning before blasting out such news as not all have read the book or obtained such knowledge by other means. Shouldn't you know such things...?

To your statement: it all depends on where the campaign is set time-(DR)-wise. Before or after the Blackstaff novel and of course whether you include those events or not. But from the initial question you could figure that it is either of those two options or whoever opened this thread had know idea about Khelbens demise, yet.

I think it depends how you are as a dm, I don’t like to use high level npc in a low/mid level campaign.

Force Gray is an elite team of adventures sponsored by Khelben and the lords. There job as said above “to stop trubelmakers”.

If Force Gray cant stop the troublemakers ore solve the problem, I would youse Khelben and his (Mage Guild).

IIRC, but I haven't read the book in a while, Force Grey is not part of the city watch, and that Khelban is "silently" in charge of it. The CoS source book has the relevant information.

Force Gray sounds like a really interesting idea.

I guess, I would put that organisation into the jurisdicton of the city watch, not Khelen himself (or one of his former apprentices)

I would agree with Mace here. Ay danger that the city watch cannot handle will draw attention to the lords and to Khelben as well. And eventually he will step in to investigate and solve the problem. What actions that may be is really up to the dm I would guess since it is he who controls the flow of the game. In other words - Khelben shows up when you want him to.

But always consider - if your players are to stupid to mask their illegal/evil doings in some way or the other (blackmailing, magic or what not) the should run into trouble much faster. And don't forget about possible evil organisations that might not like what the pcsa are doing as well and all the sudden they are hunted by the law and the likes of them.

In my campaign Khelben would only come if there is problems with epic level players.
There is a elite team in Waterdeep (Force Gray).

p.73-74 of the City of Splendors Campaign Guide

FORCE GRAY
The members of Force Grey, as private citizens and secretive guardians of Waterdeep's security, use no regular uniform or blazon to mark their membership.

GOALS
The objectives of Force Grey are simple: to keep the City of Waterdeep and her many citizens free
from fear, destruction, and the black hand of tyranny. When the valiant men and women of the watch and guard are overwhelmed by an opponent, or the divinations of the Lords discover an impending doom, the members of the Grey assemble and put an end to the problem. By any means necessary. It may sound overly harsh, but so are the consequences should the city's hidden defenders fail. The operatives of Force Grey are no strangers to war and death, and will let nothing stand in the way of their dedication to the city.

ORGANIZATION
Force Grey was once headed and controlled by the archmage Khelben Arunsun, but (since his public unmasking as a member of the Lords and the founding of the Tel'Teukiira), the Blackstaff has removed himself from command of the Grey (though he still keeps an eye on their activities, through his former pupil Maliantor).

I can only agree with Mace...

With too many too Powerful Protectors of Waterdeep, an evil PC wouldn't stand a chance.
To name a few: Khelben + Wife, Piereigon, the Wands Clan, Danilo Thann, Mirt, etc, etc...

I'd suggest, get a copy of either 2nd edition The City of Splendor Box set or the 3rd edition, there's tons of material for a Waterdeep Campagin

Khelben + bad guy + danger for Waterdeep = dead bad guy (and try saying that quickly 3 times)
