Welcome to Candlekeep, my friend.
But I don't think there can be the best among the thousands of them.
There are many experienced and creative Dms who knows the rules as their home adress all around the world and I don't believe you can't announce one as aking or queen.
But maybe we can give some awards(like stars or moderatorship or a book) to original campaigns written around here and there.
