I should point out now, and for those that may find this post interesting, there is a 3rd edition prestige class from the Magic of Faerun called Master Alchemist. The limitation on potions having up to 3rd level spells is lifted up to 9th level spells with that class: yep, a wish in a bottle! haha Pretty epic stuff!

There. Now that I've got my duties as a Master Scribe out of the way, I'll continue the topic. Ariva covered item limits, but there's another problem, that of whether or not the caster can actually make them. For many items you need to be a certain level, even if you could cast the spell the item was based on well before. In addition, the items cannot be constructed by anyone who doesn't know how to do it, represented by the appropriate Item Creation feat, themselves dependant on the caster level of the character.
There are seven Item Creation feats in the PHB:
Brew Potion Spellcaster level 3rd+ Create a potion, usable by anyone, of any spell of 3rd-level or lower that targets or can target a single person. Market cost: (spell level) x (caster level) x 50gp.
Craft Magic Arms and Armor Spellcaster level 5th+ Create magical armor and weapons. The items to be enchanted must also be provided at additional cost, and must be masterwork items. See DMG.
Craft Rod Spellcaster level 9th+ Create magical rods, which are usable by anyone. See DMG.
Craft Staff Spellcaster level 12th+ Create magical staffs. See DMG.
Craft Wand Spellcaster level 5th+ Create wands of any spell of fourth level and below; new wands have fifty charges. Market cost: (spell level) x (caster level) x 750gp.
Craft Wondrous Item Spellcaster level 3rd+ Create miscellaneous magical items. See DMG.
Forge Ring Spellcaster level 12th+ Create magical rings. See DMG.
Scribe Scroll Spellcaster level 1st+ Create a one-use scroll of any spell you can cast. Wizards gain this feat for free at first level. Market cost: (spell level) x (caster level) x 25gp.
The gold cost to create an item is one-half the market cost. The XP cost is 1/25th the market cost.
You can reduce the caster level to keep costs down, but no farther than is the minimum necessary to cast the spell or forge the particular item. It cannot, of course, use a caster level higher than what your character can cast naturally. |

Posted - 25 Nov 2003 : 21:43:27 Assuming we are referring to 3e here, yes, somewhat, mainly the barrier between epic- and non-epic items. This is the list of epic magic item qualities. An item with just one of these is considered an epic magic item. Exceptions are very rare(see the Halruaan skyship in Magic of Faerun for an example), and generally have the last quality.
- Grants a bonus on attacks or damage greater than +5.
- Grants an enhancement bonus to armor higher than +5.
- Has a special ability with a market price modifier greater than +5.
- Grants an armor bonus greater than +10(not counting magic armor's enhancement bonus.)
- Grants a natural armor, deflection, or resistance bonus greater than +5
- Grants an enhancement bonus to an ability score greater than +6.
- Grants an enhancement bonus on a skill check greater than +30.
- Has a caster level above 20th.
- Has a market price above 200,000 gp, not counting material costs for arms and armor, material component or experience- based costs, or additional value for intelligent items.
No item can ever grant a dodge bonus, and the maximum inherent bonus to any one ability score is +5.
Epic items are intended for characters of 21st level and above. They are discussed in more detail in the Epic Level Handbook, and were discussed briefly in the 3.5 DMG.

Stick with the guidelines in the above document and the epic-nonepic limits, and you should be fine. The DM should always be a part of item creation, however, and should approve all concepts(and remember, the result may not be exactly what they wanted .)
