Hey there. I've been running various forms of D&D for close to 20 years now, but I'm about to start up a new FR game set in Waterdeep.

I have one question that I haven't been able to find the specific answer to.

Does a masked Lord of Waterdeep know who the other Masked Lords are or are the Lord's identities secret to even each other?

Clearly some will know whom the others are, the existing ones select a new/replacement one. It is posible that the newest selected only knows the ID of the Open Lord (s/he being the one that informs person was selected). Odds are good that those masked have a good idea of whom the other Masked ones are, but there is no need to know for sure. The rule of Masked Lords tends to work because the Lords can not be fully certain of what other Lord serves.

I could take it to the pont that it is possible that non are certain of the others, if the open Lord proposes a few names and tallies the results, this though is less likely as the open Lord could lie to the Masked ones if only the Open Lord knows the vote.

The old boxed set says they all know each other.

Additionally, in volumes 5-8 of the Candlekeep Compendium (see the link in my sig), I list all the named Lords (because a couple were mentioned in fiction, but not in a sourcebook), and describe 4 additional Lords that I created. </shameless self-promotion >
