The description says that Gate allows to travel to other planes or summon an outsider. Can the Gate size be controlled? Does it work only to travel from one plane to another and not in dimension of one plane? How lord of some plane can permit or disallow one to travel to his plane?

In order:

Yes, you can control the size of a gate.

No, a gate can't travel between two points on the same plane. That requires a teleport or teleport gate, which is different.

A lord of a plane would have some element of morphic control over said plane. This allows them to, among other things, control planar travel into and out of their plane.
