i'm about to start a campaign in a slightly modified Halruaa (theo-mageocratic dictatorship where you only can become a wizard if one of your parents have been a cleric for Savras and where Halruaan Elder have gotten a twist of Mystic theurge at the cost of adroit casting and higher requirments)
i need some ideas for what i can throw my players (that are going to be ECL: 4) into ... their guide is a LG 9.Cleric of Savras/3.Halruaan Magehound and knowing the players they are going to be either LG, NG, CG or LN ... the end is going to be that they either are hunted out of Halruaa of the current leader (LE 11.Diviner/4.Cleric of Savras/9.Halruaan Elder) or that they manage to get him off the throne ...

However, you could have the current ruler begin experimenting with the shadow weave and possibly secretly beginning an alliance with the Shadovar. The Shadovar are all ready interested in infiltrating Halruaa to pillage any items left from the Netherese refugees that fled to there so long ago. I believe the Magehounds are suppose to among other things root and destroy anyone playing with the shadow weave. This will allow the PCs to have some allies with influence since the ruler of the country is scripted to be their enemy. Also since your players are primarily good aligned I doubt you will be having problems with PCs attempting to become shadow adepts, or being very interested in using the shadow weave.
hmm ... might be interesting to throw the Shadovar into it ... maybe even in a loose allience with thayian wizards that want some of the sercets from Halruaa And Magehounds is ment to destroy anything that goes in the way of the Halruaan ... that'll be people playing with the shadow weave or corrupt wizards selling knowlegde to others etc.
